DVD burner is not recognized

Hi
I just bought a new internal dvd burner and I installed it internally all the wiring is fine because it powers up and everthing, however it doesnt show in "my computer" or under "device manager". I changed the jumpers as well and I made that my slave drive because I have a cd burner which is the master right now. any idea what do I need to do so that my computers picks up my dvd burner.

do you have an other disc drive?
did it come with a driver?
unplug it
plug it in
make sure connections are snug

Make sure it's plugged in. Does it show during POST? Is the EIDE cable frayed/loose?

it is plugged in, the power comes on too and I tried removing another cd drive which I have and still nothing
