dvd drive code 19

i have an hp laptop that the dvd drive is not working. the device manager says a code 19 a corrupt registry, i tried unstalling the hardware and reinstalling it, tryed getting the lastest drivers and tried to edit the registry. i dont have a lower filter in the registry though only an upper. i tried microsofts auto fix-it tool but that didnt help and restoring to and earlier point didnt work either. any help would greatly be appreciated, oh and its running vista

EDIT: when i plug in an external dvd drive it gives the same code
 
thanks for the reply but i have tried everything on there, and i have no lower filter in the registry, only an upper. probably why there is an error
 
So you've tried deleting just the upper filter and rebooting and it still don't work right?
