DVD Drives Keep Spinning

I have 2 Sata DVD drives in my computer. One is an Asus and the other is a Pioneer. I recently replaced an LG IDE drive with the Asus drive because I was having the same problem before and wanted to see if both of my drives coincidently went bad. Whenever I put a DVD in either drive it never stops spinning. It seems to be ok with CDs, but not with DVDs. Sometimes I can get programs to install from DVDs and other times they just hang while the drive spins. The only way to make it stop is to take the disc out of the drive. Does anyone have any idea why? My specs are:

AMD Phenom II X4 955 B.E.
Asus M4A79T Deluxe
EVGA GeForce 470 GTX
4GB OCZ AMD Edition
2 OCZ Vertex LE SSDs
Sound Blaster X-Fi
Windows 7 Ultimate x64

I'm not sure I can help but here are some questions:

When you put in a dvd, does the content of the drive (the disk name and files) show up in Explorer (or other file listing)? What does the drive light do?

It could be that the dvd laser is faulty. Given the fact that neither drive works, nor the replacement, are you using old dvds that the newer drives cannot read? Does the drive work with dvds you have burned with that drive? I keep an old dvd drive as well as a new one in my PCs so that I can be sure of reading all dvds and cds (4 drives in total). I've never had a single drive that will read all dvds.

The only scenario I could set up to duplicate your symptoms was to put in a disk upside down (laser could not read the disk nor confirm a proper disk was present).
