dvd not be recognized by windows

i had a cd-rom that did not work anymore and we bought a dvd burner to replace it, i installed it an connected it but the computer does not recognize it.

Any ideas.

Does your computer meet the system requirements for the drive. Is your IDE cable plugged in all the way. Is the jumper set to the master drive, or slave drive if you have multiple drives on the same IDE cable. When you right click on my computer, and choose properties and then device manager, is the drive recognized in the device manager.
