DVD-rom cannot be enable

I got 2 CD-Rom both are detected in my system one of my cd-rom is disable and I can't enable it.
is it because of conflict of resources? I need advice.

Is this a pre-built system? IE did you by it from a store? Or did you build this yourself. Could be something in the BIOS, Maybe the DVD drive isn't set to boot. Though I'm not sure if that would be true since the computer can detect it.
