When I use dvd shrink to backup dvds, when its done it made a folder with bunch of other files is that what its supposed to do. Can I use these files to watch the movie on my computer without the disc?

Yes you can actually. Most DVD viewing software like PowerDVD has a file mode and a disk mode. So in file mode you can choose those files to view. Nero can burn the files back to disk, however to make it easy use Nero with a program called IMGtoolburn.

Here is a screen shot.

This is PowerDVD. The red arrow shows the button to choose between play modes. When you click it you get these options.
Here in this picture E:\ is the DVD drive. It's where a real dvd would be if I wanted to play it.
"Open DVD file on Hard disk drive" is what you're talking about. Playing the backed up dvd files from the hard drive.
"Open Media Files" is for playing all other video files like AVI and MPG files.
