Just another selling point for Vista.

It may sound like a good idea, but you cant implement all (if any) of DX10's features on the way XP is coded.

It is impossible for DX10 to work on XP.
A new release of DX9 is due. It links with DX10, cant remember how. Possibly support for DX10 games, not sure.

The Inquirer said that DX9.0L was "DX10 for XP", but the next day they made a statement saying that DX9.0L was actually to allow you to use DX9 cards and games on Vista, and has nothing to do with XP.
