e6700 performance issues

I upgraded to a pentium e6700 3.2GHZ from my old e2200 2.4ghz so that I could play my games at better frames per sec like BBC2. I wasnt expecting high fps but at least 25-30 to where its playable.

The cpu installed fine, recognized it etc.. had to update my bios but i expected that. I loaded up windows and updated my WEI score for the e6700 but it only scored a 4.6. My e2200 scored a 5.2. This doesnt make sense to me at all. I'm not getting and fps changes in bbc2 and if they are its worse than it was before.

I have an hp a6500f PC (http://h10025.www1.hp.com/ewfrf/wc/document?lc=en&cc=us&docname=c01463058&dlc=en) with a corsair HX750 watt PSU and an nvidia Geforce GTS 250.

I don't know what I could do to fix this but if anyone could help I'd appreciate it. in the mean time im gonna try putting my old cpu back in and see if I get the same 5.2 ratings.

Edit: my old processor rates 2.8? somethings def wrong, would thermal grease affect this? the new one doesnt have nearly as much as the old one did.
