Economical Art Computer?

I currently have a Surface Pro 4 as well as a very old (2009-ish) Gateway 15" laptop, which is about done. The Surface is great except that I twice had to exchange it under factory warranty. Its screen is also very tiny.

I would like an economical computer that would handle software such as Gimp and Krita without having to be a mega-performer. If laptop, I would like 17"; or will I get more bang for the buck with a conventional desktop? Having at least an i5 processor would be preferable.

It seems like every time I try to search for a computer for art I get directed towards those upwards of $1,200. Is there anything in the $500 range that would work, even in conjunction with my Surface Pro?

The Surface Pro 4's built-in screen is small but fairly high resolution, why don't you try using an external monitor with the Surface?
