Edit fields in scanned PDF document - Need help finding software

Hi, So I'm trying to help this guy find some software that he has supposedly used in the past, to edit fields in a PDF document. What he is trying to do, is scan in a document that has response field. But he wants to make it look professional. So after he scans his document, he wants to type in the field. He tried to use MS paint, but that wasn't working to well, he said. I did some googleing, and I didn't really have any reasonable results.

So what do you guys use to edit fields in a PDF document that was scanned in?

can you be clear?
You can scan the page into jpeg, and then edit it and then convert into pdf using suitable software package.
Reply me with more info, if this doesn't solve the prob.
 
I have always just used Acrobat (full version); I understand that PDF Edit is an open-source alternative for the Linux crowd (which is good for me, since I use Ubuntu), but I haven't tried it our, myself.

Basically, you scan a document into .pdf format, then you use the program to create text boxes over the appropriate areas. The document itself is just a background picture, and any text you want to add is superimposed over this background. To make it professional-looking, you want to make sure your text boxes are of the appropriate size and position, and you use the right fonts. You can constrain what content is placed in each box, set defaults, if you desire, and specify whether a user can save filled-out forms or not.
 
There can be many random solutions, like convert document from one form to another, and in fact I myself use to convert files through ClassicPDF and then make changes in the file and then turn it back to the PDF, but its because the ClassicPDF lacks the OCR in this version (its projected in next though)!
So the point is that to edit the fields, you need a pdf with OCR, and at the moment, as far as my knowledge is concern only Adobe has this property that allows you to read as text from the scanned document as well as you can edit through adobe X pro!
