I think it's obvious by the error message that you need to sign up for their paid service if you want Hotmail access through an e-mail client. It checks your Hotmail account to see if you've registered for their Plus package and if you haven't then it rejects you.
 
Mozilla thunderbird is alleged to have extensions to allow Hotmail use, along with many other webmail providers. I havent tried myself - i'd be interested to know it it works. Hotmail themselves withdrew POP support some time ago. (I believe yahoo can be POP'd though if thats any interest.)

Yes Yahoo and GMail can be POP Downloaded...
