Email from PC to cell Phone?

Does anyone know how to email to a cell phone so in other words send a text message from my PC to some ones cell phone?

Im good for this information also Voyager. Using a computer and the women in the family want a txt message. Why i don't know. What the heck is the difference between a txt message and sending an email txt message since thats what it is. Damn if i know.
Out of the loop. sure the grand kids know.
