Emulating Mac OS 8

I have an old OS 8 CD and I want to emulate it on Windows. I also have the ROM image. I need to know how I can emulate Mac OS 8 on top of Windows. What is the best way to do this with a CD and a ROM image? I can also make an ISO out of the CD. Thanks!
