EDIT i dont want it for anything fancy like games burning optical media just for internet

There's really no such concept as an energy efficient case.
As for the most energy efficient CPU, you'd be looking at a notebook processor (and yes, you can get ATX boards that support them).

Any particular reason you want the most energy efficient? What are you looking for out of this build?
