If I were to buy software in Belgium or Holland (kids language-learning games), would it work on a U-S PC? I use windows XP if that helps.

I think it would work.
Only a few US programs won't run on a localized version of Windows.

It will work most likely, unless you needed a forein keyboard to run it. and even at that you can do it, if you can remap the keyboard :)

US software runs on european too. if english is'nt the problem, the software is none for sure. i ordererd and downloadet some from us without any probs except more tax (austria)

so the fact that keyboards are set up a litle differently (letters in different places) doesn't affect a program?

well, some letters are changed. it's like during booting sequence when the keyboard layout is always US. you have to hit the keys like they are needet
z and y are switched, plus several others are placed or replaced. but it's not a problem at all.
