Is there a hardrive connected, if so did you try to disconnect it and see if the system will post to the BIOS. Is the video card seated all the way down into the PCI-E slot??

It's usually hard drive that causes that but could also be bad sata cable or bad power cable. Try connecting a different drive to test.

With the other suggestions posted you may want to try connecting the hardrive to another SATA connector on the motherboard and switching the power connector on the hardrive with another one to rule those out as being bad. The hardrive is receiving power, yes??
Oh another thing, not sure if its worth mentioning. When it's in BIOS, the thing has some sort of explorer. When you place the mouse over the PCIE where the GPU is, it says "empty"
