Experts Please Help - Computer Psu?

Hey im not sure if im right but i think i have a problem with my PSU..

I recently bought a new casecom 868 case and fitted it all, i then booted it up and went on to windows xp professional, for the first day i had no problems, until today...
Firstly; i went to turn on my computer and as i turned it on i got a message on my monitor (before the bios even came up) saying..
Out of Range blahKHZ
i cant remember the exact number.

So i unplugged my monitor from the computer, plugged it back in and restarted computer and it worked fine for around an hour, after this the computer just randomly restarted every ten minutes, now this time is every two minutes... everything is working except for this problem

Please help, i look forward to your reply..

have you tried a Bios reset?
and did you overclock anything yet?
and what port is the monitor connected to a VGA (blue) or DVI (white) connector?

amd duron 1600
256mb kingston ram
40gb maxtor harddrive

its plugged into a VGA and i havnt tried overclocking and ive taken out the bios battery...
 
sorry for double post: now i cant even get anything on screen i turn it on, it stays blacks, give 5 system beeps, a one second pause and 5 more over and over again - ram is in properly too, i made sure..
 
i put it back in haha, i took it out to do a reset, this was yesterday after it worked fine.

edit: now it wont turn on at all, im sure its a PSU Problem - the red switch on the psu was set to 230v and now it wont turn on at all even at 115v
