Explorer won't open when I boot windows

I'm running windows 7 and I tried to install a new theme and now I can't open explorer or task manager or anything when I boot I just get a black screen anyone know how I can fix this ?

Have you tried booting into safemode yet?

I have, same thing happens in safe mode nothing opens

can safe mode action correctly?

try to fix system in safe mode with it's features, if it doesn't work then recovery or uninstall is the only way
