Extremely Slow and Freezes

Windows 7 Pro x64 - I have a problem for a long time with my computer being extremely slow. It will take a few seconds to do anything, plus will freeze often. I have tried reformatting windows but that didn't help. Any ideas?

Things I have tried:
Seagate tools passed checks
Windows RAM tester

Windows Reliability Report had a crash a few months ago with this: The computer has rebooted from a bugcheck. The bugcheck was: 0x00000116 (0xfffffa800b2d6010, 0xfffff8800f23c400, 0x0000000000000000, 0x0000000000000002). A dump was saved in: C:\Windows\MEMORY.DMP. Report Id: 040418-30607-01.

that 65 degree cpu temp.is that idle?that definitely could be your problem.but your processor and ram will make it pretty slow by themselves.it that is,indeed, your cpu idle temp is suggest removing the cooler and reapplying the heat sink compound.also,when was the time you last blew the dust out of it?

Try using a different video card, if that don't help its a hardware issue somewhere and it would have to be taken in to be diagnosed. Your video card is quite old and the driver for it hasn't been updated in almost 2 years. But I bet you have a failing video card.
