If you need to adjust your fan speeds, yes. But personally, I would have them at stock all the time. Not needed for the average user, but if you don't like noise and want to turn them down, then yes.

can it also make them run faster? or is the stock speed the fastest they willl go?
 
fairly sure they go faster, stock is just the quietest with good air flow, and only used for the case fans too.
 
Have them plugged into the power supply has them running at the fastest (max) speed. Using a controller will allow you to adjust from the max to the slowest.

so if im just browsing the internet and my fans are kind of loud i could turn them down, is that the main use for the controler thing? and well for not being too much money it seems pretty cool
 
You could plug the fans into the 3 pin header so they are controlled by the motherboard. AFAIK That will not have them at 100% unless it is necessary.
 
Motherboard headers are normally at 100%, but you can control them through the BIOS and through programs like SpeedFan. Some motherboard manufacturers may have the 3-pins wired to work like 4-pins (which usually change in relation to CPU temperature).

Right. If you want to be able to control the speed at will. The controller is the best way to go.
