Fan Speeds

Hey guys, I just wanted to ask about fan speeds and cpu temperatures.

First off, I wanted to ask what is the appeal of turning fans down. Does it save on power consumption?

Secondly, I downloaded HWMonitor and it is saying my three fans are running at over 3000 RPM and it says 99% for all three. I'm not sure if this is high, but my CPU temperature is currently 20oC with a maximum of 21oC for both cores. I'm running an AMD Athlon ii x2 250 @ 3.00GHz. My motherboard it seems has a temperature of about 30oC or less. Is it this cold? Is this hot?

Turning the speed down makes them quieter. You don't always need fans on full speed. Your current temps are excellent. Very cool.
