Fan Won't Run, Pls Help

After powering on, the cpu fan wouldn't run. It would bump a couple times, but not run. It won't run if I help it. When I restarted by the power switch, it would run. I tried the fan in a diff pc and it ran straight up. I was changing ps's anyways, so I built it outside the case. Same thing.

And now it's learned a new trick. One of the case fans won't come on, on it's own. It will run if I flip the blade.

The board has 2x 3-pin and 1x 4pin headers. The fans are 3 pin and i've switched the connections back and forth.

With the one case fan that doesn't have to be kick-started connected(there's 2 others via molex), the cpu fan still has the same symptom.

There's a tiny red light next to the mem ok light. On the 1st power attempt(when the cpu fan doesn't run)that light does not turn on. Then on the second power attempt, the light comes on-then goes off when the cpu fan spins up.

I can change the case fan(s) but it doesn't seem to me to be the cpu fans problem.

What should I do?

The cpu fan is Cooler Master 92mm PWM.

Yes. It did it with the the old(5 mo) ps. Changed it with a new one for cable management and still does it.
Memory hasn't gave me any trouble so far. I let Windows check it today(no errors).
I can run memtest tonight, which I havn't done since built.

It sounds like either the computer isn't managing the CPU fan correctly, or the fan is not running at low RPMs when commanded by the fan management circuitry.

I would plug the CPU fan into one of the case fan ports so that you at least have cooling until you can figure out whether it's the fan or the fan manager crapping out on you.

The fan may be bad, but it does it without it.
I'm keeping it cool. All 4 case fans and cpu fan till this gets figured out.
