Fans not spinning anymore?

Hey guys, im new to this forum, but recently i've incountered a problem. I had my landlord get an electrician to install a new outlet in my house so i can have a place to put my computer, but when i installed my surge protector it said "Wiring Fault Site" I'm guess it is a bad ground but i installed my computer in it anyway. I had noticed that my video card fan doesnt spin anymore, my cpu fan doesnt spin at proper speeds, and my ram gets real hot. I now moved the computer to a new spot where the outlet is good, but now i still have this problem. Any ideas? Everything worked before i put the computer in the faulty site. Is there a setting that i havent found to make it work? My power supply is 550W.
 
Does it do the same thing when you plug it in without the surge protector?

See if you can try it on a different electric grid... Pain I know :P
 
I tryed plugging it in without the surge protector but same thing happened. I also tryed cleaning the whole systems, there was way 2 much dust in between the cpu fan and heatsink, and some dust in the videocard fan. But yet it still hasnt changed anything. I noticed that when i spin the video card fan with my finger, it spins by itsself but real slow. Any ideas?
 
also, to answer jet's question, I checked b4 i cleaned everything, and it all looked and felt good, nothing was loose
