How can I fix this? I'm also afraid of lowering the temperature with programs lest the temperature of my CPU rise. I don't know if the problem is the thermal paste, the fans, etc. 30-40 grades CELSIUS in CPU with inactive pc

What board do you have? Most of them will give you fan curves.

The temps you listed are actually pretty good
 
Honestly, 30–40°C while idle is actually normal and pretty healthy for most CPUs. If you’re not noticing overheating under load or fan noise spikes, you probably don’t need to worry. But if you're still unsure, checking thermal paste (if it's old) and cleaning out dust from fans can help keep things cool without using software tweaks.
The problem is the noise, not the temperature
 
The fan of H-212 has an adjustable rotation speed of 500 - 1600 RPM. If yours is running at 1326 rpm at idle it's hauling ass. What kind of case cooling do you have?
