Faster ram or More ram

What is better? More ram or a low amount of faster ram?

I have seen like 8 gigs of 2100 ram that costs over 100 dollars.
I have seen like 16 gigs of slower ram cheaper than that.

Is it safe to say its always better to go with the lower amount of faster ram?

You essentially wont saturate the bandwidth of DDR3 so an increase in frequency makes little if no difference to performance except for in very rare situations.
