Files on c-drive

Could someone tell me what the following file means:

$NLUNISTALLKB867282$

I have numerous files like this on my drive and need to know what they represent? Are they files from defragging, can I delete them/

They are from installing windows updates. Should be left alone.

If you are terribly out of space these folders can be deleted, but once you do, you will not be able to remove any off the windows updates you have installed.

Most of the time, deleting these folders will not free up very much space, so probably not worth while.
