You can run a 1080p 24" screen quite nicely on the integrated graphics. Believe me - I did! I did it on my 2500K with 3 year old HD 3000 graphics too. Integrated graphics have improved since then.
I would look at NVIDIA for photo editing.
And nobody really cares an awful lot about the WEI score. Especially since it's disabled by default in Windows 8.1.
