Hi im building my computer for the first time and i already have hardrives and optical drive , i was wondering if this is good enough to overclock to 4.0ghz

Get a Z77 board if your going to use the 3 series core series, will make things easier.

FYI

I use i5-3570K with Evo 212+ cooler, I reach 4.3 to 4.5 Ghz with around 21~26C idle and 55 C max ish

Yes you want a Z77 board for the 3570K. If you're overclocking I'd recommend maybe going for a bit higher than a Pro3 too. A Gigabyte GA-Z77X-D3H would be ideal I reckon.
