first time building a tower. need some wisdom

So im looking to build a new tower. Reason being that mines starting get outa date

I baisicly wanna be able to run some new games comin out quite smoothly.

Im looking at amds being an amd fan and my budget is around 700$

do you need an OS too? if not i have a 700 dollar intel build on a wishlist on newegg from when i was helping someone else, but you would have to want intel not amd. and what country are you from?
 
intel is alot faster, but amd will do just as well in-game, benches are the only way to tell a real diff, and with that budget it would be smarter to go amd to get a quad core since it's better than the i3 in threaded games, which are most of them, and it leave you a good bit more for the gpu
