I am useing Internal CSS and for the font I have
p{"color:white;font-family:Times New Roman, Arial;"}

Am I right that if someone at my site does not have Times new roman on there browser it will go to Arial in there browser??

Yes.

Though you don't need quotes in your CSS, so

p{color:white;font-family:Times New Roman, Arial;}

would be fine.
