You shouldn't need to be using a boot disk or entering any commands like format c:\ ......if you have a Windows Vista DVD and a DVD drive then that's all you need. Put the CD in the drive and boot to it. The installer will allow you to partition and or format your hard drive. If you have the DVD in and it isn't booting to it (It will come up and ask you if you would like to boot to CD/DVD) then check your Boot order in BIOS (which you can enter usually with ESC, F1, F2, F6, etc...Just look on the screen it will tell you at bootup)
