Formatting doesn't empty the partition.

One of my Hardrives is about 80G. And it's separated into 2 partitions.

One is about 5.5G. I used Format on that specific partition (Not quick format) and when it was done, the partition was empty, but it still said, 60M of it, is being used.

Is that normal?

Instead of formatting the partition, first delete it then recreate it, then format it and it should be totally empty.
 
It is normal, as soon as Windows is done formatting a Drive, it creates some Hidden folders on a partition for the Recycle Bin, and System Restore.
 
I thought only the operating system partition is the only one that "steal" space. This one is just for storage.

As for John's advise, I'll try to do that. (once I'll figure out HOW to).

Every partition has it's own hidden data used for partition information.The hidden folder/directory is usually called "System Volume Information".
If you enable the option in the FOLDER OPTIONS to see hidden data,you will see that folder as well.Don't worry about it.That's normal.
It would be the same with HDD of let's say 500 GB because you definetely won't be able to have "all" 500 GB lol.More likely it will be 465 GB plus some used space by that "hidden" data created by Windows OS used for the storage of the informations about the drive and partitions itself.

Besides you can always completely empty the entire partition 100% with DOS tools like Active kill disk.
