Yes you can format the drive as an external. You would format it as NTFS.

I have just bought a new Veloci Raptor for OS and apps. Can i format it in an external HD case, then install it in tower and install windows? Or is there an easier way? And, do I format in NTFS or FAT32?

You may want to invest in a different cpu cooler if you are going to overclock. The highest I had mine is 3.3ghz. Heat starts becoming an issue for me.
Did Windows install the driver for it? Check under disk management, you would need to format it from there.
Right click on my computer and click on manage, then go to disk management, towards the bottom on the left.
Did Windows install the driver for it? What version of Windows is this?
See if you can right click on the drive and select format.
