Formatting SD card to FAT32? on Windows 10

Can anyone suggest an app/utility that allows me to format a 64GB SD to FAT32 and select a unit allocation size of 64KB? the device I aim to use it with doesn't have this ability.

Assuming that it's possible (I know 32GB was a limit a whiiiile ago) it can be done through native Windows.
Hold down Start and press E, then right click the SD card and click "Format".
If that doesn't work, my personal backup utility is GParted. Either available as ISO or part of pretty much any Ubuntu/Mint Linux distro.

I was using a 64GB MicroSD card in my BlackVue dashcam. It has to be formatted as FAT32, so I would have to format the card as exFAT, then in the BlackVue software there was an option to convert it to FAT32 while retaining the 64GB of space.

The BlackVe viewer software that does that is free, so you could try that.

When you open the app, there's a little icon in the top right that looks like an SD card. You click that and select the drive you want to convert to FAT32.
