are there any good forum set-ups like vBulletin that are free? Or at least cheaper than vBulletin

Depends on which type of forum you want. Some forum runs like this here; some forums run as a page to page thing. So every post and what not shows up on a page after another, rather than indexed in a way you see here.

Either way, to name a few:

Most forums would allow you to add your own post buttons. As far as they having one you already like, you will have to look into them individually.
