FPS stutter at 60fps on YouTube with GTX 970

Hey guys, I've noticed a lot of stutter on videos that I play at 60 fps on YouTube. It's really annoying.
Before I bought the 970 and was using integrated graphics, everything was fine. Now, transitioning
is painful at some points. Visible inconsistency. I'm running an AOC I2369vm at 60hz from the card using
a HDMI cable. Does anyone know how to sort this? I'm also using the latest version of chrome on windows 7 pro.

A few things:
  1. Make sure drivers are up to date for your graphics card.
  2. Install both 32-bit and 64-bit Java.
  3. Desktop > Screen Resolution > Advance Settings > List All Modes > Make sure it is set to 60Hertz
  4. Maybe a virus? Do a scan with Malwarebytes or something.
  5. Do Windows Updates.

  7. EDIT: Oh and yeah, make sure all of your runtimes are up to date.

Maybe try enabling/disabling hardware acceleration in Chrome, if that's an option? Have you tried another browser?
