Free PDF editor?

Ok so does anyone know a good FREE pdf editor??? As ive downloaded an application form and its a pdf its really annoying as you cant just dive in and fill it out. If nobody knows of one maybe a demo that will let me edit an 8 page form as i only need it for this one of document.

I know open office allows you to safe your documents as PDFs... I can't recall if you can also open them.
