Free Web Design Software?

I know there is Dreamweaver and Fireworks but are there any free web design programs or software out there that you would recommend? I'm not a big fan of the simple "website builders" that come with web hosting.

it's suggest NVU or one of those Coffee software, they're a bit whack though

Well basically what I want to do is take a Blogger blog that I have and host it on 1&1 and then edit it with a web design program to make it look better. I'm kind of new to web design so it might take me awhile.

Calibretto, If this bloggers blog is already using a engine like WordPress, all you have to do is make a theme for it.

If your wanting to make it page by page, your going to run into trouble.

I recommend GIMP for photos and a cms like joomba or wordpress for anything else you may need. Is there a specific type of site your looking to build there may be a more specialized cms thats free.
