is there a way to have free webhosting in xp pro? if there is then could somebody tell me how?

you are referring to IIS right ?
its within windows xp and somehow when you've set it up (without a domain address) it will be like this " http://10.3.X.X"

You need to have IIS running to make your work station act as a web server, then if you have a dynamic IP, you need to be running something like www.dyndns.org so your IP is always tracked to your machine. Then you must allow port 80 incoming on your router, which most likely your ISP has blocked so you will have to forward it, or configure IIS to use an alternate port like 8080 or 8081.

In all honesty you are better off just paying for web hosting, I mean its like 10 bucks a month

I don't know I'm just trying to figure stuff out and kinda lookin around cause I don't really have anything to put on the web and I have port 80 forwarded but that goes to my utorrent so I had to change the port for IIS to 21 cause I have that forwarded to so I don't know what I'm doing

Edit how do servers have web hosting built in? am I correct about that? also how much is it for a domain name?

Web servers are dedicated servers with certain extra technologies built in such as Apache, PHP and SQL. One example is Ubuntu server which is command-line only and can be configured to run as a web server, Linux servers support mySQL as opposed to msSQL. Windows Server has a GUI and supports msSQL as opposed to mySQL. Oh, SQL is a kind of database FYI.
