Fried ?

Last night, we had two blackouts. After the second one, my computer isn't working anymore. It starts up, loads the memory and IDE devices and whatnot, then it gives me the option of booting in safe mode, normally, etc.
However, no matter which one I choose, I end up getting the Windows XP loading bar, then the screen goes blank, the computer restarts, and the cycle begins once more.
I've removed my video card and tried alternating my RAM, but it doesn't seem that they're the problem. Can anyone help me out ?

1. Next time invest in a surge protector.
2. I would take out the HDD and slave it to another PC and backup anything you need (you can do this even if you get the "password protected" warning message on the new pc).
3. I'm not exactly sure what you can do if Safe Mode doesn't work. You can always just reformat it it.
