Just go to file --> import /export , then select PST format.
PST bundles everything, messages, contacts etc etc into a big file... so when you import from the new machine everything is restored

well you can put it anywhere, just open outlook 2003 and do the same process again, this time use import... and select that file.
from your old pc you exported , so now you are importing.. it's just one file

where i was going wrong was when trying to import. i was trying to import when it was actually open a data file :)
