its not the isp blocking him, the website owners set up their site for the different regions of the world. im in the UK and if i go to google.com i get transfered to google.co.uk.

It's because your IP address is known to be from another country, so it redirects you to the related site for your country. If you used a certain program/website that was mentioned earlier, you will be able to access the sites you are used to.
