Frying Motherboards

This is a question and concern of mine that ive been wondering the answer to. The other day my friend said he was putting a new CPU chip in and touched the motherboard and shocked it, which essentially ruined it completely. He said the reason for this was because he was touching static things such as carpets, towels, etc. I was wondering since I am planning to build a PC soon and do not want to screw up if just by touching a motherboard can destroy and if so what preventive measures can I take to prevent this from occuring.
 
oh so as long as the last thing you touched before touching the motherboard is metal everything is fine?
 
there also a wrist strap where u basically ground any static charges to a metal piece. it's really handy if your worried about static charges reaching your motherboard
