this is one of the complaints about that X1950XT card

Its a good card, but with DX10 around the corner you'd be better off saving your money. You 7600 will be fine for now.

Look on the other hand... with the DX10 cards beeing released,. this is the pwerfect oppertunity to buy someone's high end DX9.0c card(s) cheap, because he switches to DX10
