Full PC Upgrade Please Help :)

So I am upgrading my folks as a surprise gift this year...I don't have a ton of cash but I plan to make this a "2 part" upgrade IF its possible.

They are World of Warcraft junkies and they play @ 1024x768 so I don't need a 4870 and a E8500 to suit their needs but I do want to make sure they last for the next expansion.

They currently run 2.2ghz AMD single cores so this will be a massive upgrade for them.

CPU (have A64 coolers from both my last builds)

Case = Antec 900 I got 2 for 60 bucks each before newegg sold out. (WOOOOO)

Ok now I have a few questions.

Their anniversary is on January 29th so I was thinking of doing this since I am strapped a bit for cash.

They have a 256mb EVGA 7600GT graphics cards both I try to make clone PCs to avoid any problems.

Can I run a 1.1 card in a 2.0 slot WITHOUT any damage? I know you can run a 2.0 card in a 1.1 slot but I never tried it the other way around.

Also how is the PC over all? Anything you would change to make it cheaper/better?

i personally think 4gb of ram is a bit much id just get 2gb to save some money. is the operating system your gonna use even 64 bit cause otherwise its pointless getting 4gb anyway

Here is a nice Antec 550w modular PSU for $45. It will be plenty for the hardware you will install.

And I would also think about adding an extra 20 or 30 bucks and getting one of the 9800GT cards. They will walk on the 9600GT. In the end you'll be more satisfied:)

$40 for a nice 4GB set of RAM...there really is not a good reason to only purchase 2GB at a price like that.

Vista x64 Ultimate will be their OS.
My XP Home 32 bit disc broke so can't put it on their new HDDs. Also as said for the price is worth it.

Also that is a nice PSU for the price...but the amps seem rather low for the GPU.
Also since its not free shipping like all my parts currently ended up being it would charge 10 bucks to add it for shipping which ends up barley cheaper then the corsair after rebate.

Good enough? I think I got it mixed up...I thought the 9600GT was the "8800GT" revised. I think its the 9800GT though since the specs appear to be a mirror to my 8800GT.
