fuzzy monitor wtf?

my monitor is all fuzzy. like thier swiggly lines and makes everything look like its vibrating. what ius causing this and how can i fix it? and it seem when i turn of the monitor and turn it back on its fine but then soon after the swiggling things come back and grows worse and worse

do you know how to refresh your monitor?
and there is this other thing called like "V" and "H" i think it means verticle and horizontal? any way sometimes ur monitor acts funny when u play with thos...

umm refresh meaning right click refresh?
and how do i play witht eh V and H??
also if it helps the swiggly lines are horrizontal and my monitor is a VS VX924
