Fuzzy Screen

I recently installed a new power supply in my computer. (old one fried). It is a cheapy off ebay. Now my screen on my monitor appears "fuzzy." I am curious if this has something to do with the new power supply or could my graphics card have got messed up at the same time the power supply did? I use my HDTV for my monitor so I don't belive the monitor is an issue at all. The graphics card is a Nvidia geforce 7300 LE. I wanted to try a graphics card from an old computer however, the pin arrangement was not the same. I guess I thought graphics cards were universal. Any ideas what could be the issue here? Oh one last rather bizzare phenomena. The card has both the standard monitor plug and a what I think is call the rga style the yellow output for a T.V. any way I tried hooking the yellow to the t.v. and the fuzziness was reduced just by plugging in the yellow cord into the card and t.v.
 
I replaced the power supply and problem is fixed. The guy at the computer store had not heard of this happening either. Don't buy the cheap e-bay power supply if you don't already know that.
