Go look up Gary's mod. (it's a game). Maps and content can be created, added,etc. It can pretty much do everything you want, very easily.
I own it and it's loads of fun. And like i said, adding content can be yours or others, and from what i hear it's not to hard to do so.
That is, create your own content.

I wasnt sure if it should go in the gaming or in the general programs, so i decided to OT it till a mod decided which was appropriate. sorry man.
