Games not running smooth as they should !

Hello everyone !

So 1 week ago I got myself a new computer with the following specs:
VIDEO CARD: ASUS Gtx 970 strix 4GB
PROCESSOR: Intel core i5 4690k 3.5 Ghz quad core
MOTHERBOARD: Z97 Gaming 5
RAM: 1 stick of 8 GB
HDD: 1 TB
PSU: 650W Gaming inter-tech

I downloaded myself some games like dishonored, bioshock infinite, archeage and Max payne. I launched the games and when i started playing my gameplay was really choppy. It was not smooth at all, like it should be. Mouse was moving really slowly but i got 60+ fps in fraps. This is NOT VSync issue. The problem is in aspect ratio and resolution. So i change the aspect ratio in game from 16:9 to 16:10 and i changed resolution from 1920x1080 to 720x480 my screen shrinked and the gameplay was butter smooth and all the problems that i am having went away. I tried setting it to 4:3 and the gameplay as butter smooth there as well. After that i thought it was my monitor so i tried 2 different TV screens and i also tried 2 more monitors but everything was the same there as well. Its a really weird issue and im trying to fix it for the past week. I would really really appreciate all the help from you guys !

Can you elaborate on how you got this new computer? Is it a retail machine (pre-built)? Did you have someone build it for you? Did you build it yourself?

The first thing I would do is reinstall/update the video and motherboard drivers. They are easy to find online if you go to a search engine and type "[hardware model number] drivers"
 
Which specific Inter-Tech is that?

Probably unrelated to your issue but units like the 'Combat Power 650w' were garbage and often failed under 80% of rating.
 
Troncoso. Tried re-installing the drivers multiple times i even re-installed windows 7 and i still have the same problem. I builded this computer myself and ordered the components on trust worthy website where my friends shopped as well and they were happy about their company. Its called ExtremeDigital and its a slovenian company

Beers. Yep thats exactly what i got. Oh thats a really bad PSU then :O
 
I personally think the 970 should have been the 960 and the 960 should have been 950ti for this reason. SOME games you can expect to not get ultra at 1080p unfortunately. mostly due to the fact that they don't optimized these games enough but that's besides the point. I mean we got that mordor middle earth game over here using over 6gb of vram at 4k but the actual graphics quality isn't as good as gta v. so stupid.
 
Ok i just noticed a hissing in my PSU. It sounded like a bee was in there. Tomorrow i will go ahead and change the PSU...
 
I would stop using the system until you change it out to a better unit. If it goes totally, it may take out other components. What power supply do you plan on getting so we can tell you it its a good choice or not?
 
Yeah, that PSU is junk. Only has 45 amps on the 12V rail, plus its split up on 4 rails. If you have a couple of rail pulling pretty hard, really leaves nothing for the other two.
