So I have been updating my 2 year old Dell XPS 400 computer so I can play modern games on high performance. I just need a little advice though. So far I have added 1 gig of RAM (2 Gigs total). I also just got a Geforce 9600 GT (512 MB) and a power supply since the Gerforce needed it. Its working much better than it was but when I try Empire: Total War on the sea levels its a super lag fest even at the lowest settings (The land battles oddly run really well at the highest setting). Anyway, after those two updates I am wondering if I should do anything else that's worth it. Is the CPU slowing the whole computer down? Currently I have a dualcore 2.8. Should I get a quadcore and a new motherboard and that should be all I need?

My computers rundown:

Dualcore 2.8
Geforce 9600 GT (512MB)
2 Gig DDR2 RAM

maybe another gig of RAM would be in order? Perhaps a 9600gt wasn't enough? I've heard good things about the 9800 class of cards, and are pretty inexpensive.
